Translation

Θεοτόκε βοήθει τῷ σῷ δούλῳ Ἀναστασίῳ μητροπολίτῃ Ἡρακλίας καὶ οἰκονόμῳ τῆς Μεγάλης Ἐκκλησίας.

Mother of God, help your servant Anastasios metropolitan of Herakleia and oikonomos of the Great Church.

Commentary

This is probably the well-known Anastasios who was elevated to the throne of Herakleia by Patriarch Tryphon (927-931; cf. Darrouzès-Westerink, Daphnopatès, 12) and died perhaps in 946 (Theophanes Cont., 439). His turbulent career is outlined by Laurent, Corpus V/1, 216 and Asdracha, Thrace orientale, 270.
