Translation

Θεοτόκε βοήθει τῷ σῷ δούλῳ θεοδότῳ βασιλικῷ πρωτοσπαθαρίῳ καὶ μεγάλῳ κουράτωρι τῶν Μαγγάνων.

Mother of God, help your servant Theodotos imperial protospatharios and grand kourator of the Mangana.

Commentary

It is clear that the cut is deliberate and may constitute a mark of cancellation.
