Translation

Κύριε βοήθη τῷ σῷ δούλῳ Ἰσαακίῳ σπαθαροκανδιδάτῳ καὶ πρωτονοταρίιω Πανφλαγονίας.

Lord, help your servant Isaakios, spatharokandidatos and protonotarios of Panphlagonia.

Commentary

The form Πανφλαγονία (which appears also in Konstantopoulos, no. 159a) is a variant of Παμφλαγονία, on which see BZS.1955.1.964.
