Translation

Ὁ τοῦ Ἱπποδρόμου κριτὴς Μιχαὴλ ὕπατος καὶ τῶν Ἀνατολικῶν.

Judge of the Hippodrome and of the Anatolikoi, the hypatos Michael.

Commentary

Highly unusual phrasing for a non-metrical seal, but the combination of titles seems quite plausible for this period.
