Washington, D.C.'s sewer system was developed later than those of most other American cities of similar size and importance. The system is unique in that its creation relied on federal funding and expertise, though these factors also caused strife between the Congress consisting of inherently temporary Washington dwellers and residents who sought to have more locally directed control over their environment.
