Translation

... Θεοδοσίῳ ἐπισκόπῳ τοῦ Ἀμορίου.

(Lord or Mother of God, help) Theodosios, bishop of Amorion.

Commentary

Laurent may have been correct in identifying the owner of this seal as Theodosios bishop of Amorion, a converted iconoclast, who attended the Council of 787 (cf. Mansi, XII, cols. 1007, 1011, 1098, 1154; XIII, col. 141, 724) several years after having successfully defended his see against the Arabs.
