Translation

Κωνσταντίνῳ βασιλικῷ σπαθαρίῳ καὶ χαρτουλαρίῳ τῶν Θρᾳκησίων.

Constantine, imperial spatharios and chartoularios of the Thrakesioi.

Commentary

Constantine's title could as well be resotred as (πρωτο)σπαθαρίῳ.
