Translation

...ω Θεοῦ προνοίᾳ μητροπολίτῃ Ἀγκύρων.

...o by the providence of God metropolitan of Ankyra.

Commentary

The finely detailed busts of the obverse suggest that this specimen was struck in the wake of the revival of quality representations on coins, initiated during the first reign of Justinian II (685-695).
