Translation

Εὐφημιανῷ ἀρχιεπισκόπῳ Εὐχαΐτων.

Euphemianos, archbishop of Euchaitai.

Commentary

Euphemianos was archbishop of Euchaita by 869 and seems to have been deposed by Photios sometime between 882 and 886.
