Translation

Θεοτόκε or Κύριε βοήθει τῷ σῷ δούλῳ Θεοφυλάκτῳ δρουγγαρίῳ Χαλκίδος.

Theotokos or Lord, help your servant Theophylaktos droungarios of Chalkis.

Commentary

We prefer to list the seals of Chalkis below under Chalkis of Thrace (modern Mecik) rather than Chalkis of Euboia since, to avoid confusion with the former, the latter is usually called "Euripos" in episcopal lists and on seals (see, e.g., Darrouzès, Notitiae, no. 7 line 497, no. 9 line 381, etc. and the ninth/tenth-century seal of Luke, "bishop of Euripos": Konstantopoulos, no. 68). Chalkis was organized as an episcopal see by at least the late eighth century (DHGE, 12 [1950], col. 278; cf. Asdracha, Thrace orientale, 251, 295-96) and was a suffragan of Herakleia.
