Translation

Θεοτόκε βοήθει τῷ σῷ δούλῳ Ῥ/Μουσελήῳ προέδρῳ ...

Theotokos, help your servant Mouselios (or Rouselios) ..., proedros.

Commentary

The seal owner's name could be Mouselios or Rouselios, neither of which is a common name but both of which are attested in the eleventh century.

The last word appears to be a family name. However it is unclear what it reads. If it is the word Φράγγῳ, then we would have the name Rouselios, as that is a Hellenization of the French name Roussel, like the infamous Norman Roussel de Bailleul, whose seal this may have been during his time in imperial service.
