Translation

δόξα ἐν ὑψίστοις Θεῷ καὶ ἐπὶ γῆς εἰρήνη ἐν ἀνθρώποις εὐδοκίας.

Glory to God in the highest, and on earth peace, good will toward men.

Commentary

The absence of a channel indicates that this is a token rather than a seal. It is imprinted with the passage from Luke 2: 14. The inscription itself is beautifully incised but is full of homophonic errors (principally iotacism). These are corrected in the final reading.
