Translation

Ἀναστασίῳ βασιλικῷ βαλνήτορι καὶ γενικοῦ κομερκιαρίου ἀποθήκης Κωνσταντινουπόλεως.

Commentary

Zacos–Veglery correctly identified the emperor as Leo III and assigned the seal to the years 718/19. See also BZS.1951.31.5.1764.
