Translation
σφραγὶς σεβαστοῦ Λαπαρδᾶ τὸ τούπίκλην Ἀνδρονίκου πέφυκε χαρτουλαρίου.
This is the seal of the sebastos and chartoularios Andronikos, Lapardas by surname.
Commentary
The owner is to be identified as the Andronikos Lapardas who married Theodora Komnene, the great grand-daughter of the emperor John II Komnenos (1118-1143) and is attested as sebastos, oikeios vestiarites and chartoularios in 1166. For his opposition to Andronikos I (1183-1185) he was arrested and blinded, and died not long afterwards. This seal bearing his name, title, and office must therefore be dated to the years betwen 1166 and 1183.
