Translation

σφραγὶς σεβαστοῦ κρατόρων τριῶν κλάδου Κοντοστεφάνου Κομνηνανθοῦς Στεφάνου.

Seal of the sebastos Stephanos Kontostephanos, offshoot of three rulers and bloom of the Komnenoi.

Commentary

Wassiliou-Seibt identifies the owner as Stephanos Kontostephanos Komnenos, a son of John Kontostephanos Komnenos and an unknown mother. The three rulers from whom he claims descent are the kaisar John Doukas, Alexios I Komnenos, and John II Komnenos (the owner's great grandfather).

Note the use of accent marks.
